90 Hourly USD Job Description DESCRIPTIONThe Department of Community Development delivers a wide variety of programs and services to help create and maintain more safe, sustainable, and livable neighborhoods.
T he department is comprised of five bureaus:
Building and Safety , Code Enforcement , Housing and Neighborhood Services , Planning , and Administrative and Financial Services.
Our staff of more than 200 works tirelessly to serve the community through an array of policies and programs, including land use and development, affordable housing, environment and historic preservation, neighborhood improvement, and construction standards and safety.

EXAMPLES OF DUTIESThe Department of Community Development has an opening for Community Program Specialist IV to support the Housing and Neighborhood Services Bureau.
The Housing and Neighborhood Services Bureau assists with the preservation and development of affordable housing and offers a variety of innovative neighborhood improvement programs.
The positions will report to the Housing Operations Officer and will help implement neighborhood improvement and housing programs within the Housing and Neighborhood Services Bureau.
The Community Program Specialist IV position is a unique opportunity to help develop and coordinate the Westside Promise Zone initiative-a place-based community empowerment strategy focused on increasing investment to improve open space, public infrastructure, public and environmental health in West Long Beach.
The Community Program Specialist IV position will:
Coordinates the development and implementation of the West Side Promise Program.
Perform research and analysis to inform Collective Impact strategies for the West Side Promise Zone.
Explore and apply for grant opportunities to help support the initiative.
Monitor and facilitate participant's involvement in grant programs.
Responsible for coordinating programs in the area related to housing, economic development, public infrastructure and public health.
Research and initiate partnerships with different organizations to ensure a collaborative implementation of community programs.
Prepare written and oral reports and conducts a variety of complex administrative functions.
Interact with stakeholders, elected officials, various City departments and/or bureaus.
Participate in the preparation of a variety of annual complex grant reports.
Train and supervise subordinate staff.
Perform other grant related duties as assigned.
The ideal candidate will have the following skill and abilities:
Proficient in use of Microsoft Word, Excel, PowerPoint, and Outlook.
Experience speaking publicly in front of diverse audiences which may include task forces, committees, neighborhood associations, regional and/or national conferences.
Understanding of Collective Impact strategies.
Ability to operate office equipment including computers, printers and copiers as well as the word processing, spreadsheet, e-mail, database and program specific applications; Ability to work occasional nights and/or weekends.
Ability to communicate effectively verbally and in writing; Ability to establish and maintain effective working relationships with employees and the public.
REQUIREMENTS TO FILEMINIMUM REQUIREMENTSGraduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or closely related field.
Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis;ANDThree years of paid full-time professional experience in the coordination of grant programs, projects, and services.
A Master's Degree in Business, Public Administration, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience;Ability to:
Learn, interpret, retain, and communicate technical and complex information, terminology, policies and procedures related to grant programs and compliance.
Research and analyze data using a systematic and logical approach.
Communicate clearly and concisely, both orally and in writing.
Understand and follow oral and written instructions and procedures.
Maintain accurate records and files.
Work independently and/or as part of a team.
Work effectively with a wide variety of people by consistently exercising tact, good judgment and a pro-active, problem-solving focused communication style.
