Your Role The Social Programs and Services team is responsible for overseeing and managing programs and services aimed at supporting members social and behavioral health needs.
This includes coordinating and implementing specific initiatives that address Social Drivers of Health (SDOH).
The Sr.
Manager, Program Management Clinical will report to the Director, Social Services Management.
In this role you will play a crucial part in driving the successes of your team and organization by effectively managing programs, including the implementation of CalAIM Enhanced Care Management (ECM) benefit and the Community Health Worker (CHW) benefit, Community Supports (CS) services and Long-Term Services and Supports which contribute to improving the quality of care and services provided to our members.

Your Work In this role, you will:
Support and organize the implementation of the CalAIM Enhanced Care Management (ECM) Benefit, Community Supports (CS) and Community Health Worker (CHW) Benefit, ensuring smooth execution and alignment with program objectives Facilitate processes related to the implementation, collaborating with stakeholders to ensure effective coordination and timely completion of requirements Take the lead in documenting and improving current operations processes, driving efficiency, and enhancing the overall effectiveness of the programs Support the oversight and monitoring of Community Based Adult Service Providers under the purview of Long-Term Services and Supports Lead and organize the initiation and management of contracts and contracted entities, ensuring compliance and optimal performance Provide support to regulatory efforts by organizing team efforts and reporting adherence to applicable guidelines and requirements Establish and monitor quality assurance processes to evaluate performance and outcomes, implementing performance metrics and reporting mechanisms to track and assess the effectiveness of the program Track the program through its lifecycle using standard process integration, ensuring seamless progression and timely milestones Support system integration efforts, collaborating with relevant teams to ensure smooth integration of the program within existing systems and processes Serve as a process improvement expert and resource for both internal and external stakeholders, driving continuous improvement and enhancing operational effectiveness Collaborate with internal and external stakeholders, including state agencies, county entities, community-based organizations, and healthcare providers, to facilitate seamless coordination and integration of services Partner with business drivers to execute on sub portfolio delivery including schedule, scope, resource management, financials, benefit tracking, knowledge of emerging technologies and issue/risk management to ensure successful completion of all projects and programs in support of the business strategies Partner with managers to manage intake, Rough Order of Magnitude (ROM) estimation and demand/ capacity to ensure projects within the program meet cost, resource, environment, schedule, and other constraints within their domain Proactively manage ecosystem impacts for the technologies within the program; manage in flight work and looks for efficiencies to bundle releases/features in partnership with other Blue Shield of California areas Oversee and manage senior project managers, project managers and analysts in support of the delivery of the sub portfolio; assemble project team, including internal and external resources Be accountable for ensuring overall program and project delivery, schedule and budget attainment, and effective management of leadership expectations in achieving overall desired outcomes, results, and deliverables Your Knowledge and Experience Requires a bachelor's degree or equivalent experience Requires at least 10 years of prior relevant experience, including 4 years of management experience Master's degree in social work or equivalent field required Current California Board of Behavioral Sciences licensure (LCSW, LMFT, LPCC) preferred Experience working with Medi-Cal/Medicaid populations Excellent organizational and program management skills, with a focus on meeting deadlines and delivering high quality results Strong analytical and problem-solving abilities, with the capacity to develop and implement innovative solutions Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders Familiarity with California Advancing and Innovating Medi-Cal (CalAIM) preferred Pay Range:
The pay range for this role is:
$ 136,400.
00 to $ 204,600.
00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade.
Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
