As a Supervisory Financial Management Specialist you will perform the following duties:
o Manage the Budget, Planning and Execution Branch advising management on the timing of events critical to the budget process, and appropriate budgetary action to be taken to meet mission needs.o Oversee the entire West Coast Regions' (WCR) contracting program and ensure the program is in compliance with regional, National Marine Fisheries Service's (NMFS), and the National Oceanic & Atmospheric Administration (NOAA) contracting policy and processes, and with all Federal contracting regulations.o Provide accurate budget revisions or amendments as necessary to compensate for new or reduced funding sources and the establishment or modification of new programs or projects.o Supervise staff and monitor budget execution and tracking functions.o Provide leadership, planning, coordination, and resource management to successfully implement projects and communicate with internal and external entities to execute all budget-related data calls.o Apply authoritative mastery of all aspects of relevant management functions, including concepts, laws, and policies, and assess the political, institutional, and budget environment. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZA-4 or GS-13 level:

Experience:
One full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Providing recommendations on budget policy changes; and Working with budget, tracking, and reporting systems.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
