Instructional Systems Specialist

Duties include, but may not be limited to the following:
Instructional System Theory and Application:
Applies analytic and performance problem-solving principles of Human Performance Improvement/Human Performance Technology (HPI/HPT) and Instructional Systems Design (ISD). Provides expertise to Service, Staff, and Office Education personnel on ISD and HPT principles and methodologies to develop and strengthen skills across the VHALON training community. Maintains knowledge on the doctrine and work procedures within VHA's business lines to enable the incumbent to effectively consult and support evolving training needs. Performs front end analysis and assessments for identification and comparison of present and desired levels of individual and organizational performance to identify performance gaps. Project and Program Management:
Carries out and/or coordinates the work necessary to complete project assignments. Keeps the Designated Learning Office (DLO) apprised of work progress, critical issues, and project schedules. Provides data to assure the DLO that project(s) will meet deadlines for implementation of training. Assures that Project/Program management principle, Education Theory and Instruction Systems Design concepts are in use and proper controls are maintained to permit accurate forecasting of schedules, costs, and resource needs for planning and coordination of training initiatives and programs. Needs Analysis/Assessment Facilitation:
Utilizes needs assessment, performance and competency analyses and other techniques to identify areas which will respond to learning interventions, and which will likely result in improved job performance and services to customer. Works with DLO, Clinical Staff Development (CSD) and/or other VHALON staff to ensure the various educational needs of the VHALON are met. Maintains open communication with leadership, service chiefs and staff to determine how to best meet assigned performance measures. Determines when a learning intervention is appropriate, advises and/or assists the DLO and Education staff in the planning, instructional design, implementation and evaluation of learning/performance interventions. Degree:
that included or was supplemented by at least twenty-four (24) semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four (4) of the following five areas:
1. Learning theory, psychology of learning, educational psychology:
Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices:
Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation:
Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development:
Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5. Computers in education and training:
Study of the application of computers in education and training, including selecting appropriate computer software. AND SPECIALIZED
Experience:
having at least one (1) full year of specialized experience equivalent to at least the next lower grade level in the Federal service. This specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service. Examples of specialized experience includes:
having knowledge of project and program management processes associated with creating and managing curriculum, training and projects; familiarity of learning theory and the principles, methods, practices and techniques; comprehension of all phases of the instructional systems design (ISD) process as used within business and industry to identify strategies of instruction, production, testing and validation of learning sequences for technical and administrative work processes; awareness in Human Performance Improvement Models and Principles to apply a systematic approach to identify performance gaps, distinguish root causes, design and development of appropriate interventions to improve individual and organizational performance; and having an understanding of the evolving healthcare environment in order to successfully assist in the planning, development and delivery of learning interventions to appropriately impact that setting. OR EDUCATION:
Having successful completion of three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must have been obtained in an accredited college or university. OR COMBINATION:
Having equivalent combinations of successfully completed graduate-level education and specialized experience, as described above. You will be rated on the following Competencies as part of the assessment questionnaire for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
