Administrative Officer

The administrative responsibilities span organizational boundaries at all levels of the Medical Center and plays a critical influential role in organizational performance and excellence as well as continuous survey readiness. The incumbent is responsible for developing, implementing, maintaining and providing leadership in the development of systems and processes for managing the QSV Service and for facilitating the monitoring of healthcare quality and maintaining compliance with regulatory requirements. Incumbent is responsible for establishing and maintaining processes for managing Medical Center policies to ensure that all policies, SOP, charters, standard work and scope of services remain current and that needed documents are developed to ensure compliance with VHA directives and handbooks. Responsible on a day-to-day basis for coordinating with and facilitating the function of all services, clinical and administrative, which interface with QSV. This Includes relations with support services such as Fiscal, Acquisition & Materials Management, Human Resources, Police, Engineering, Occupational Safety & Emergency Management, Environmental Management, Patient Access Center, Information Management, etc. Has authority to direct improvement where necessary and make Immediate judgments in time of emergency. Incumbent will facilitate various QSV staff meetings and other various committee meetings, as appropriate. Assists the Quality Managers, Patient Safety and Systems Redesign in any function they require. Serves as an information source in continually briefing QSV staff of the Medical Center/program changes and activities. Serves in place of the QSV staff at certain regularly scheduled meetings, as appropriate/assigned. Conducts special analytical studies to resolve critical programmatic, organizational, or functional problems that require special skills in the application of scientific methodologies in problem solving, identifying feasible alternatives, and resolution of program problems, complaints, and grievances by applying important communication, motivational, and leadership skills with respect to advising, instructing, and consulting with program elements. Incumbent serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Responsible for personnel administration including knowledge of personnel operations including position classification, grievance procedures, performance standards, and disciplinary actions. Incumbent is responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands. Aids in developing goals and objectives for the QSVS and translates these into specific actions and policies. On major issues the Incumbent defines the goal to be met, will envision alternative policies, recommends a course of action, and implements the alternative chosen. Develops the need for and purchase of equipment and expendable supplies and oversees the use of funds allocated to the control points. Arranges for contract consultants for onsite consultation and mock surveys to maintain continuous survey readiness. Incumbent will be responsible for efficient utilization of consultant visits and the scheduling of their activities. The incumbent assesses and assists the Medical Centers Decision Support System (DSS) and Cost Distribution (COR) databases for communication and dissemination to Medical Center leaders. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
responding to inquiries on all administrative matters; coordinating personnel needs/action/problems relative to staffing; managing budget activities; managing contracting functions and managing procurement; managing human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or 2 full years of progressively higher level graduate education leading to such a degree. OR, Combination:
