Medical Admin Specialist AOD

The incumbent coordinates administer the emergency room (ER) in all aspects at this Medical Center and coordinates with Community Based Outpatient Clinics. The incumbent coordinates administrative processes with a wide range of objectives, in the interest of excellent care for veterans, and high-quality education for medical, surgical and other trainees. The position allows health care providers to concentrate on direct patient care. The AOD works in a collaborative relationship with staff, patient's families, and external customers to perform assigned duties in a professional manner. During the off tours when a supervisor is not available, the AOD would resolve complaints received from the Patient Services Assistants or other staff. Complaints that cannot be resolved would be referred to the day-tour supervisor. The AOD provides oversight for the Patient Services Assistants assigned to the ER clinic. The AOD analyzes work requirements and recommends staffing levels, equipment and other resources needed to accomplish work assignments. Keeps the supervisor of the clerical staff advised of their performance and provides input during evaluation periods. The incumbent is delegated authority for the administrative activities occurring during the off-tour hours. Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; nursing home, dental, fee basis and outpatient care; dental treatment; prosthetic appliances; patient transfer; and beneficiary travel. In the absence of any certifying authority incumbent is authorized as certifying officer for documents pertaining to the administration of laws concerning VA. Coordinates the resolution of medical-legal problems concerning the medical center. Ensures that appropriate legal, regulatory and policy requirements are met. Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, death on arrival (DOAs), homicides, medical care cost recovery matters and facility or community disasters, etc. Assumes control of communications and notifications in event of local and civil disasters, in accordance with local facility disaster plan. The incumbent has primary responsibility for ensuring data entered by the Patient Services Assistants into VISTA, (PIMS package) is accurate and complete, including:
Processing electronic orders of health care providers (follow-up appointments, consults request, ancillary test orders, etc.) Patient demographic information Patient means tests Encounter information (diagnosis, CPT and provider codes) Identification of health care insurance Eligibility Third party insurance information Coordinates with medical clerks The AOD ensures the maintenance, distribution and retrieval of all medical records necessary for a health care provider to deliver patient care. Locates unavailable records (coordinates with file room staff) when other staff members are unable. Utilizes the Release of Information Manager (ROI) in accordance with set guidelines within the HIPAA regulations. Is knowledgeable of the Freedom of Information act (FOIA) and processes requests accordingly. Intervenes when patients/nurses/physicians have problems that medical clerks are unable to resolve. Resolves patient complaints and problems, both in person and via controlled correspondence that originates within the ER area or during the non-administrative tour of duty or refers them appropriately when outside of his/her scope. Promotion Potential:

Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
