This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Electronics Center of Excellence and Expertise (ELEC-CEE), affiliated with the Los Angeles Field Office. The selection will be made and oversight of this position will be maintained by the Los Angeles Field Office, and the physical location of this position will be in Long Beach, CA. Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise in commercial targeting, trade, importation, and international partnering to direct and manage all activities at a Center of Excellence and Expertise (Center). This position starts at a salary of $144,812.00 (GS-15, Step 1) to $170,800.00 (GS-15, Step 10) with promotion potential to (GS-15, Step 10). In this Center Director position, you will be responsible for all aspects of Center management. You will ensure that the center develops and maintains its industry expertise and provides assistance related to financial matters, commodity issues, industry analysis, industry accounts, enforcement actions, paralegal activities, and account management. Typical work assignments include:
Directing and managing all activities at a Center of Excellence and Expertise and ensuring that the Center develops and maintains its industry expertise, directing the national trade policy and national trade program functions of CBP. Ensuring implementation of a comprehensive, nationwide risk segmentation strategy to improve the facilitation and increase the flow of trusted traffic for legitimate trade within an assigned industry. Providing oversight of the import/export of cargo/merchandise and international mail compliance involved in international trade. Directing the planning and execution of assignments, projects, studies or investigations intended to explore and resolve major operational and law enforcement problems, or developing, improving, or installing new procedures. Meeting with regional or national trade executives/representatives, industry stakeholders, other government agencies (OGA) and other internal/external stakeholders, building partnerships and developing partnership programs.
Experience:
You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Knowledge of CBP laws, regulations, and precedents, as well as Office of Field Operations policies and procedures concerning the import and export of merchandise and cargo to the U.S. (including characteristics of items imported/exported to determine or verify classification, value, and property of transport) for processing and control of cargo. Experience acting as a liaison with Congress, the trade community, and various outside review groups. Supervisory experience that required substantial coordination and integration of a number of major work assignments, projects, or program segments of professional, scientific, technical, or administrative work is preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/20/2020.
